從房屋的建築、街道看起來,此時約是1950年間,甚至更久以前。而它的都市格局呈現兩種風格的交疊情形。一是大陸少數民族的多層圓圈型牌樓住家,另一個則是高雄的鄉下造型。
就是這樣的兩種不對稱的交疊呈現效果,讓女子感覺不出此時此刻身處何處。
這時,彎月型連棟的建築,出現許多穿著類似唐裝與鳳仙裝的女人、路人,他們像是在看熱鬧,又像是要去一處好玩、有好處的地方聚會。
女子看見一個叫萌萌的女明星,還有兩個長相算是漂亮的女孩,她們相約一起去玩。
有意思的是~她們還跟女子打招呼!
她們三人彷彿是熟人;可是女子真的想不起來這些人是誰!基於禮貌她微笑以對。
接著女子看見幾名身著改良中國風的女人,喜滋滋地結伴往左邊的高樓地走去,一副宛若吃茶、趕廟會的模樣兒。而她們竟然也招呼女子和她們一起去玩。
偏偏這時,女子唯一認識的人,是那個往右邊高樓準備「找好處」的夫婿!
他只是形式地揮手讓女子跟著他去「抓住機會」。至於他那裡是哪裡,又要作什麼,女子完全不清楚。
直到走到樓的邊際時,那一群與夫婿一起衝衝衝的男人們,一一往至少1.5-2公尺的樓梯往下跳…並表示:抵達平地後,再攀另一棟高樓,他們一直所期待的「好事」就可以獲得。
女子站在樓邊,看著那段挺高的差距,她猶豫了。原因有二:一是她穿裙裝,這一跳,必然春光外洩。二是前些時日扭傷腳,若跟那些人一樣跳下去,就不是扭傷;而是摔斷兩條腿。
她可不想冒險跳梯。
而她那個所謂認識卻陌生的夫婿,完全不在乎女子是否跟上,就是汲汲營營地和那群「有志一同」的男人跳上跳下,顯得樂此不疲⋯⋯
女子於是折回原先的左邊樓牌,如履平地的上了二樓…再穿過一道秘境…眼前景象瞬間改變!
她看見老舊的半圓形、約5-7樓的建築,路徑是黃泥土舖的,路上還有一些垃圾,而建築物的裡裡外外都曬著衣服….
最後走到建築物外的空曠坡地,路徑頓時乾淨了許多。
這時有兩個約6-7歲小孩來看女子,他們彷彿知道女子會來這裡。但女子感到不可思議,因為這裡如此謐靜,一般人是找不到這裡的啊。
不一會兒,一個早年擔任過議員的黝黑男人出現了!
他熱忱的看著女子問道,「妳要不要來這裡住啊?房子很便宜的。」他這種說法像是對老朋友說話一般。
可是…女子跟他不熟啊。只在電視上見過他啊。
他又說:「一個月只要500-600元的租金。」
女子心忖:這個租金與二十一世紀的今天而言,可是有80-100倍差啊!
女子笑著說:「我不能住在篙雄。這離我工作的地點太遠…」她當然沒有告訴對方:他們處在不同的時空中。
男人也不勉強,熱忱地表示:「有空來玩喔。」
女子再次微笑,合十,默誦聖號….
天色漸晚…該回去了。

《蔡英文,晶片科技不可外流印度!》~~

敬致各位先進、好友、鄉親:
拙文「蔡英文,晶片科技不可外流印度!」4月上旬在風傳媒刊出,之後,我即出差大陸。日前返台,發現有諸多回應,知識份子對政府縱容晶片科技外流都憂心忡忡!
5月2日,蔡英文出席力積電苗栗工廠的啟用典禮,現場有美、日、法、德、印等多國駐台代表,媒體以展現「晶片外交」成果稱之。
我則認為,這是台灣的悲劇!晶片外交,就是「賣台」!以台積電為首的半導體的護國群山,在風雨飄搖中,支撐了台灣經濟,而即便如此,2023年台灣GDP成長率也僅只1.31%,今天蔡政府豈可為了外交虛名,縱容甚至鼓勵晶片科技外流,出賣台灣人民的長遠利益?
我堅決反對台積電的先進製程外移;我也認為,即便是晶片成熟製程,政府也應嚴加管制,萬不可把晶片科技「白玉當白菜」,到處送人。
1990年代,我們這一代企業家,曾親身經歷台灣第一次產業外移,深知台灣經濟面對產業空洞化之後的淒涼後果,製造業外移後的台灣,年輕人前途茫茫,薪水在24K上下,掙扎多年!
所幸,天佑台灣,晶片產業是1980年代,經國先生任用孫運璿、李國鼎等人為台灣人民留下的福澤,歷經幾代人的心血,40年後,在疫情之中,救台灣經濟於危難。
而如今,政府竟縱容甚至鼓勵晶片產業外移,其傷害至大,我們靦為知識份子,竟無力阻止,我心頭在淌血!
今將原文摘錄於後,請廣傳,以形成共識!甚盼即將上任的賴清德政府以及朝野政黨能亡羊補牢,扼止晶片科技外流,得如此,才是台灣人民之福!📣

《蔡英文,晶片科技不可外流印度!》

日前,媒體報導,力積電黃崇仁説:「蔡英文總統交待他協助印度建晶片廠。」我聽了嚇一跳!我反對政府縱容晶片產業外移,更不贊成晶片科技外流印度,其原因如下:
其一,我認為,半導體是台灣今天賴以生存的核心產業,台灣經濟沒有晶片的護國群山支撐,其後果堪慮!因此,不僅是5奈米以下先進制程,即便是晶片成熟製程,政府也絕不可輕易放行海外投資或技術外流。晶片「去台化」會造成台灣經濟危機!
其二,印度是舉世皆知的投資高風險之地。台灣協助印度建晶片廠,是養虎為患,有朝一日,必遭反噬!此絕非危言聳聽,知識份子,不可不慎!
我從不懷疑蔡英文英總統愛台灣,但是,愛台灣就應保護好晶片科技,避免晶片產業外移或技術外流。而令人憂心的是,晶片的「去台化」正在發生。
明知台積電在美生產成本是台灣的1.5倍,蔡政府卻放任台積電赴美連蓋三厰,連先進的2奈米製程也不管制;台積電在日、德設廠,也沒有公佈審核的過程,以及能夠説服台灣人民晶片科技外移的理由?
政府努力多年引以為傲的「台商回流」,其成效還抵不過台積電一個廠的外移。
晶片科技外移,也造成台灣科技人才的流失,台積電美國亞利桑納一廠仍在興建,媒體外傳許多外派人才已被挖角。
世界各國對晶片科技都嚴密封鎖,美國甚至禁止持有綠卡者在中資晶片廠工作,而台大半導體學院竟然要為德國培育晶片人才,小英政府把科技「白玉當成白菜」,令人不解?
更可懼者!蔡英文竟「交待」晶片業者幫印度建廠。
眼前,台灣彷彿正面對第二次產業外移,而晶片產業的外移,對台灣經濟的傷害,將遠超過李登輝時代的第一次產業外移。
晶片去台化之後,台灣未來怎麼辦?這是知識份子必需嚴肅面對的議題。
有名嘴在政論節目説,「台積電等半導體護國群山,股東以外資居多,他們到那裏投資,政府無權置喙。」
我認為,這是名嘴的無知。
半導體是影響地緣政治的戰略物資,世界各國都在管制。
德國政府限制中國企業併購德國晶片廠ELMOS和ERS;英國政府要求中國公司讓售它在英國NEW PORT晶片廠86%的股權,強制降低其持股。
美國的晶片法案不僅管制其國內業者投資中國;禁止輝達、AMD等先進AI晶片對中國銷售;更以長臂管轄,蠻橫壓迫台、日、韓、荷蘭半導體製造、材料、設備業者對中國的銷售,把客戶逼成競爭對手,迫使中國傾舉國之力,全力發展其晶片科技。
美國商務部長雷蒙多甚至無理要求台積電提供其商業機密,而遺憾的是,面對美國對台積電的霸凌行為,政府竟默不吭聲,沒有為台積電爭取公道!
晶片去台化之後,矽盾功能必然消失,政府對晶片產業外移的態度,要讓台灣人民清楚,要有公開的審核機制,也應受全民監督,不要讓知識份子對台灣前途憂心忡忡!
經國先生當年任用孫運璿、李國鼎等先賢,在1980年代,派曹興誠、史欽泰等人赴美學習半導體,建立台灣半導體產業;1987年,請回張忠謀,在政府財政並不寬裕的年代,篳路藍縷的創立台積電;晶片產業是經國先生為台灣人民留下的福澤,四十年來,有無數台灣精鋭科技人才辛苦的投入。
台積電是中華民國的公司,名嘴憑什麼説政府不能管制晶片產業的外移?
反之,我認為,台灣任何一任總統,都應善視前人的心血與智慧,絕不可為了美國壓迫或外交虛名,縱容晶片科技外移,犠牲台灣人民的利益。我尤其反對蔡政府鼓勵晶片業者協助印度建廠!
台灣人對印度十分陌生,蔡政府可能是看到印度遊走美歐,又在藏南和印太與中國抗爭,他們也許認為,敵人的敵人就是朋友,因此開放印度移工,鼓勵台商南向投資印度或出讓晶片科技。殊不知此舉可能害慘台灣經濟。
世界各國知名企業,吃印度虧的比比皆是,印度政府往往結合財團,榨乾合資企業,使外資欲哭無淚。
先從最近的例子説起,2017年,曾與德國大眾汽車合資在中國風生水起的上海汽車集團投資印度,之後,印度最大的鋼鐵集團JSW也想介入新能源車領域,雙方因此合資,上汽集團佔股49%,自認為加上員工持股可以有超過50%以上控股權。
合資企業目標遠大,希望2030年成為印度汽車領導品牌。可是,在JSW集團吃透電動車核心技術之後,日前,把上汽集團掃地出門。
之前,福特、通用對印度市場也都懷有夢想,但在虧損了幾十億美元之後,兩家公司都落荒而逃,臨走奉送累積百年的汽車製造工藝。
印度對外資不僅法不完備,而且因人設事,説變就變,需要新科技時,總理莫迪身段柔軟,誠意十足的邀請外商投資。
而一旦時機成熟,印度政府可以有一百種方法修理外資,隨時可以立新法新規讓外商補税罰錢,或讓外資即使賺到錢,也只能在印度花,帶不走一分一毫。
中國的小米在2014年投資印度,其它手機廠OPPO、VIVO也隨後跟進,帶動了印度手機產業鏈。
8年相安無事,小米沾沾自喜,但2022年1月,小米因長期以外匯支付高通權益金,印度政府以逃漏税之名處以罰款約28億台幣;2023年6月,印度小米約200億台幣資產被法院扣押,並拘捕其高管,造成外資人人自危,不敢再投資印度。
總理莫迪眼見勢頭不妙,同年9月對小米解禁,但小米同時宣佈與OEL和迪克森兩家公司合作,擴大在印度生產,顯然是斷尾求生,出賣其核心技術以換取平安脱身。
能否全身而退?則有待觀察。
中國其它手機廠OPPO、VIVO同樣也受到鉅額罰款霸凌,並且被不合理要求其合資公司執行長、財務長、技術主管要用印度人。
而中印因藏南等國界爭議,關係緊張,中國政府無力救濟,中資企業前景堪慮!
美歐企業損兵折戟或棄甲而逃的也不只福特、通用;可口可樂、百事可樂,被指控污染「印度環境」,各被處罰款35億美元;亞瑪遜被罰20億盧比;美資最大連鎖店Walmart,被罰13.5億美元後撤出印度市場;谷歌、IBM、三星也都刼數難逃被罰鉅款;為了處罰英國電信巨頭VODAFONE 28億美元,印度甚至可以修改税法,再往前追溯50年。
而外資逃離時,總有塔塔集團等印度財團接盤俠接手,套取其技術和管理知識。
印度經濟的高速成長的背後,有外資企業流不盡的血淚。
印度雖然落後,但印度理工學院等學府,既然能為美國科技公司谷歌、微軟、推特、IBM、美光等培養傑出的CEO(美國企業500強有30%的CEO是印度裔),留在本土精明的印度人,動點小腦筋,玩弄外商是易如反掌。
蔡政府不要認為台灣南向政策對印度友善,台商必然可以相安無事,甚至誤以為印度會對台灣的投資感恩戴德,蔡英文應該去問問已撤離印度的台商緯創和其它身陷印度的台商,聽聽他們的苦水!
印度政府與企業對專利、智慧產權和與外資簽定的商務協議是極不尊重的。西方知名製藥公司的專利產品,在印度被大量仿製,印度政府全然無視。由於不需研發成本,價格便宜,使印度成藥品出口大國。
其實,台灣企業也不必心存僥倖。
早年,Kingtel西陵電話曾是印度第一通訊品牌,我的代理商和我簽有技術保密協議,但他以學習維修為名,派人來台駐廠,工廠沒有防備,洩漏過多技術機密。
之後,他自己設廠製造,由外觀到電路,完全仿製,取代我成為第一品牌。
成名之後,讀者文摘訪問他,他感謝我的「提携」之恩,並請讀者文摘來台訪問我。
我哭笑不得,拒絕受訪,我認為他不僅違反協議,而且道義有虧。可是,印度人卻認為理所當然。
我沒提告,因我知歐美藥厰提告多年,告贏了也沒用,產品依然被繼續仿製。
對於印度,政府實在是所知太少,又無力提供台商保護。
因此,我不僅堅決反對政府鼓勵印度投資,而基於對台灣經濟的安全考量,我也反對「台灣引入印度移工」。
現在政策還未執行,竹科附近已有2500名印度工程師在「偷學」台灣先進科技。印度塔塔集團更揚言要在台灣高薪挖角科技人才。
今天政府不要天真的認為,未來印度派來的移工會是上生產線的勞工,可以確信,其中一定會有很多軟硬體科技人員,意圖以最廉價的方式淘空台灣科技,造成木馬屠城。
📣 台灣科技人才不足,應可借重東南亞其它國家或東歐,這些國家未來都沒有能力威脅台灣,但從印度引入,則萬萬不可。
政府防中國,更應防印度!
蔡英文和繼任的賴清德政府應立即管制台積電的外移。對印度的政策,更應小心謹慎。對於已作的錯誤決策,要立即改正,不要作摧毀台灣經濟的推手,對不起台灣人民!📣📣

My humble article "Tsai Ing-wen, chip technology cannot be exported to India!" was published in Feng Media in early April. After that, I went on a business trip to mainland China. I returned to Taiwan a few days ago and found many responses. Intellectuals are worried about the government's condoning the outflow of chip technology!
On May 2, Tsai Ing-wen attended the opening ceremony of the Miaoli factory of Power Semiconductor Manufacturing Co., Ltd. There were representatives from the United States, Japan, France, Germany, India and other countries in Taiwan. The media called it a demonstration of the results of "chip diplomacy".
I think this is Taiwan’s tragedy! Chip diplomacy is "selling Taiwan"! The protective mountains of semiconductors, led by TSMC, have supported Taiwan's economy in the face of ups and downs. Even so, Taiwan's GDP growth rate in 2023 will only be 1.31%. How can the Tsai administration today condone or even encourage the outflow of chip technology for the sake of diplomatic fame? Selling out the long-term interests of the Taiwanese people?
I firmly oppose the transfer of TSMC's advanced manufacturing processes to other countries. I also believe that even if the chip manufacturing process is mature, the government should strictly control it and never treat chip technology as cabbage and give it away to others.
In the 1990s, our generation of entrepreneurs personally experienced Taiwan's first industrial relocation abroad, and we are well aware of the desolate consequences of Taiwan's economy facing the hollowing out of industries. After the relocation of manufacturing industries in Taiwan, young people have a bleak future, with salaries of 24K Up and down, struggling for many years!
Fortunately, God bless Taiwan. The chip industry was a blessing left to the Taiwanese people by Mr. Ching-kuo in the 1980s when he appointed Sun Yunxuan, Li Guoding and others. After the hard work of several generations, 40 years later, Taiwan's economy was saved from crisis during the epidemic.
But now, the government is condoning and even encouraging the chip industry to move overseas, which is causing great harm. As intellectuals, we are so shy that we are unable to stop it. My heart is bleeding!

A few days ago, the media reported that Huang Chongren of Power Semiconductor Manufacturing Co., Ltd. said: "President Tsai Ing-wen told him to help India build a chip factory." I was shocked when I heard this! I am opposed to the government's condoning the migration of the chip industry, and I am not in favor of chip technology moving out of India. The reasons are as follows:
First, I believe that semiconductors are the core industry that Taiwan relies on for survival today. If Taiwan’s economy does not have the support of the national protective mountains of chips, the consequences will be dire! Therefore, not only for advanced processes below 5 nanometers, but also for mature chip processes, the government must not easily allow overseas investment or technology outflow. "De-Taiwanization" of chips will cause Taiwan's economic crisis!
Secondly, India is known to the world as a high-risk place for investment. Taiwan's assistance to India in building chip factories is feeding a tiger's nest, and one day it will be counterattacked! This is by no means alarmist, intellectuals must not be cautious!
I have never doubted that President Tsai Ing-ying loves Taiwan. However, if you love Taiwan, you should protect chip technology and prevent the chip industry from moving overseas or technology outflow. What is worrying is that the "de-Taiwanization" of chips is taking place.
Knowing that TSMC's production costs in the United States are 1.5 times that of Taiwan, the Tsai administration allowed TSMC to build three factories in the United States without even controlling the advanced 2-nanometer process. TSMC also did not announce the review process when it opened factories in Japan and Germany. And what are the reasons that can convince Taiwanese people to move chip technology overseas?
The government has been working hard for many years to "reshore Taiwanese businessmen" that it is proud of, but the results are not as good as the relocation of one TSMC factory.
The relocation of chip technology overseas has also resulted in the loss of Taiwan's scientific and technological talents. TSMC's Arizona plant in the United States is still under construction, and the media has reported that many expatriate talents have been poached.
Countries around the world have strictly blocked chip technology. The United States even prohibits green card holders from working in Chinese-funded chip factories. However, the National Taiwan University Semiconductor School actually wants to cultivate chip talents for Germany. The Xiaoying government treats technology as "white jade as cabbage", which is puzzling. ?
Even more terrifying! Tsai Ing-wen actually "confessed" to the chip industry to help build factories in India.
At present, Taiwan seems to be facing the second relocation of industries overseas, and the relocation of the chip industry will do far more harm to Taiwan's economy than the first relocation of industries during the Lee Teng-hui era.
After the de-Taiwanization of chips, what will Taiwan do in the future? This is an issue that intellectuals must face seriously.
A well-known speaker said on a political commentary program, "Semiconductors such as TSMC protect the country. Most of their shareholders are foreign investors. Where they invest, the government has no right to comment."
I think this is the ignorance of famous people.
Semiconductors are strategic materials that affect geopolitics and are controlled by countries around the world.
The German government restricted Chinese companies from acquiring German chip factories ELMOS and ERS; the British government required the Chinese company to sell its 86% stake in the British NEW PORT chip factory, forcing it to reduce its shareholding.
The U.S. chip bill not only controls domestic companies’ investment in China; it also prohibits Huida, AMD and other advanced AI chips from selling to China; it also uses long-arm jurisdiction to arbitrarily suppress Taiwan, Japan, South Korea, and the Netherlands’ semiconductor manufacturing, material, and equipment companies from doing business in China. Sales, turning customers into competitors, forcing China to devote all its efforts to developing its chip technology.
U.S. Secretary of Commerce Raimondo even unreasonably asked TSMC to provide its trade secrets. Unfortunately, in the face of the U.S.’s bullying behavior against TSMC, the government remained silent and failed to seek justice for TSMC!
After the de-Taiwanization of chips, the silicon shield function will inevitably disappear. The government's attitude towards the relocation of the chip industry needs to be made clear to the people of Taiwan. There must be an open review mechanism and it should be subject to national supervision. Do not let intellectuals worry about Taiwan's future!
Mr. Ching-kuo appointed Sun Yunxuan, Li Guoding and other sages. In the 1980s, he sent Cao Xingcheng, Shi Qintai and others to the United States to study semiconductors and establish Taiwan's semiconductor industry. In 1987, he invited Zhang Zhongmou back. In an era when the government's finances were not abundant, the road was full of obstacles. The founding of TSMC; the chip industry is a blessing left by Mr. Ching-kuo to the Taiwanese people. Over the past 40 years, countless Taiwanese elite scientific and technological talents have worked hard to invest.
TSMC is a company of the Republic of China, so why do famous speakers say that the government cannot control the relocation of the chip industry?
On the contrary, I believe that any president in Taiwan should have a good view of the hard work and wisdom of his predecessors, and must not condone the transfer of chip technology overseas for the sake of US oppression or diplomatic reputation, at the expense of the interests of the Taiwanese people. I am particularly opposed to the Tsai administration’s encouragement of chip companies to help build factories in India!
Taiwanese people are very unfamiliar with India. The Tsai administration may have seen India travel to the United States and Europe, and fight against China in southern Tibet and the Indo-Pacific. They may believe that the enemy of their enemy is a friend, so they open the door to migrant workers from India and encourage Taiwanese businessmen in South China. Invest in India or sell chip technology. Little did they know that this move could harm Taiwan's economy.
Well-known companies from all over the world have suffered losses from India. The Indian government often combines consortiums to drain joint ventures, leaving foreign investors in tears.
Let’s start with the most recent example. In 2017, Shanghai Automotive Group, which had a successful joint venture with Volkswagen of Germany in China, invested in India. After that, JSW, India’s largest steel group, also wanted to get involved in the new energy vehicle field, so the two parties formed a joint venture. SAIC holds 49% of the shares, and believes that with employee shareholding, it can have a controlling stake of more than 50%.
The joint venture has ambitious goals and hopes to become India's leading automobile brand by 2030. However, after JSW Group understood the core technology of electric vehicles, it recently kicked out SAIC Motor.
Previously, Ford and GM also had dreams about the Indian market. However, after losing billions of dollars, both companies fled, giving away their century-old automobile manufacturing technology.
India’s laws on foreign investment are not only incomplete, but also subject to change due to people and circumstances. When new technologies are needed, Prime Minister Modi has a soft figure and sincerely invites foreign investment.
And once the time is right, the Indian government can have a hundred ways to repair foreign investment. It can enact new laws and regulations at any time to let foreign investors pay taxes and fines, or let foreign investors make money, but they can only spend it in India and cannot take away a penny. millimeter.
China's Xiaomi invested in India in 2014, and other mobile phone manufacturers OPPO and VIVO followed suit, driving the Indian mobile phone industry chain.

However, in January 2022, the Indian government fined Xiaomi about NT$2.8 billion for tax evasion due to its long-term payment of Qualcomm royalties in foreign exchange; in June 2023, Xiaomi in India paid about NT$20 billion. Seeing that the momentum was not good, Prime Minister Narendra Modi lifted the ban on Xiaomi in September of the same year. However, Xiaomi also announced that it would cooperate with OEL and Dixon to expand production in India. It was obviously a desperate attempt to survive and sell out its core technology in exchange for a safe escape.
Can you escape unscathed? It remains to be seen.
Other Chinese mobile phone manufacturers OPPO and VIVO have also been bullied by huge fines, and were unreasonably required to use Indians as CEOs, CFOs, and technical directors of their joint venture companies.
However, relations between China and India are tense due to border disputes such as southern Tibet. The Chinese government is unable to provide relief, and the prospects of Chinese-funded enterprises are in doubt!
Ford and General Motors are not the only companies in the U.S. and Europe that have suffered losses or fled. Coca-Cola and Pepsi-Cola were accused of polluting the "Indian environment" and were each fined US$3.5 billion; Amazon was fined 2 billion rupees; US-owned companies Walmart, the largest chain store, withdrew from the Indian market after being fined US$1.35 billion; Google, IBM, and Samsung were also fined huge sums of money; in order to punish British telecom giant VODAFONE US$2.8 billion, India could even amend its tax law and go further. When foreign capital flees, there are always takeovers from Indian consortiums such as the Tata Group to take over and extract their technology and management knowledge.
Behind the rapid growth of India's economy, there are endless blood and tears shed by foreign-funded enterprises.
Although India lags behind, institutions such as the Indian Institute of Technology can train outstanding CEOs for American technology companies such as Google, Microsoft, Twitter, IBM, Micron, etc. (30% of the CEOs of the top 500 American companies are of Indian origin), so they can stay in the country. Smart Indians can easily play tricks on foreign businessmen by using their little brains.
The Tsai government should not think that Taiwan's southward policy is friendly to India and that Taiwanese businessmen will be able to live in peace with each other. It may even mistakenly think that India will be grateful for Taiwan's investment. Tsai Ing-wen should ask Wistron, a Taiwanese businessman who has evacuated India, and other Taiwanese businessmen trapped in India. Taiwanese businessmen, listen to their bitterness!
The Indian government and companies have great disrespect for patents, intellectual property rights and business agreements signed with foreign investors. Patented products of well-known Western pharmaceutical companies have been copied in large numbers in India, and the Indian government has completely ignored them. Since there is no research and development cost and the price is cheap, India has become a major exporter of pharmaceuticals.
In fact, Taiwanese companies don’t have to take any chances.
In the early years, Kingtel Xiling Telephone was the number one communications brand in India. My agent signed a technical confidentiality agreement with me, but he sent people to Taiwan to station in the factory in the name of learning maintenance. The factory was unprepared and leaked too many technical secrets.

Therefore, I not only firmly oppose the government's encouragement of Indian investment, but also oppose "Taiwan's introduction of Indian migrant workers" based on security considerations for Taiwan's economy.
Now that the policy has not been implemented, there are already 2,500 Indian engineers near Zhuke "stealing" Taiwan's advanced technology. India's Tata Group has even threatened to poach high-paying technology talents in Taiwan.
Today's government should not naively believe that the immigrants sent from India in the future will be workers on the production line. It can be sure that there will be many software and hardware technicians among them, intending to poach Taiwan's technology in the cheapest way, causing a Trojan horse to massacre the city.
📣 Taiwan is short of scientific and technological talents, so it should be able to rely on other countries in Southeast Asia or Eastern Europe. These countries will not be able to threaten Taiwan in the future, but it is absolutely impossible to introduce them from India.
If the government is on guard against China, it should be on guard against India!
Tsai Ing-wen and the succeeding Lai Ching-te administration should immediately control TSMC’s outsourcing. We should be more cautious about India's policies.
